We are seeking an experienced Lab Manager for our International Program Laboratories in Central Asia. We are located in a suburb of Philadelphia; it is preferred that the successful candidate work in the Pennsylvania office or in the Washington, DC metro area. Telecommuting may be offered as an option for candidates who do not reside in the Pennsylvania office area. This position requires up to 25% travel, with in-country length of stay ranging from periods of one week up to three months.

Assignments are received in terms of specific goals, objectives, or services required. Work is reviewed for the attainment of goals and objectives, quality of work, conformity to professional standards, timeliness of response to requests, and the overall satisfaction of clients served

OVERALL STATEMENT OF RESPONSIBILITIES:

The International Program MANAGER is responsible for planning, developing, managing, and implementing logistics and technical assistance activities in support of the Laboratory Strengthening Program. Reporting to the DIRECTOR of Laboratory Strengthening, primary responsibilities initially focus on, but are not limited to, the cooperative agreement with the Centers for Disease Control and Prevention (CDC) in support of the Division of Laboratory Systems (DLS). Serving as mentor, team leader, and key liaison for in-country partners, this hands-on, experienced individual will be responsible for managing and implementing Laboratory Strengthening program activities. Working closely with the DIRECTOR of Laboratory Strengthening, the International Program MANAGER will evaluate and report on the laboratory strengthening activities, monitor program budgets, and develop and sustain strong relationships with program partners. The International Program MANAGER will understand and effectively communicate our program goals and objectives, as well as our mission and vision. The International Program MANAGER will ensure that our team members and volunteer subject experts are prepared to assess the laboratory performance, train, and implement improvement strategies to raise and sustain the quality of laboratory operations to a higher level, up to and including accreditation. Working with the DIRECTOR of Laboratory Strengthening, the International Program MANAGER is responsible for contract renewal, expanding the scope of work in country and securing new opportunities to generate a sustainable revenue stream.

This position organizes the necessary materials for in-country activities and provides administrative and technical oversight to volunteers for assigned projects.

Candidates requiring sponsorship will be considered. Candidates with ties to Armenia, Georgia, or Azerbaijan are highly desired.

QUALIFICATIONS:

-Medical Technologist, American Society for Clinical Pathology (ASCP) or equivalent with a minimum of five years supervisory/management experience in the clinical laboratory.
-Masters degree in Public Health, biological science, or health service administration a plus.
Microbiology and experience in molecular methods preferred but not required.
-Knowledge of extremely dangerous pathogens preferred.
-Must have minimum of five years laboratory supervisory/management experience, including the implementation of quality management systems practices, staff training and development, and preparation for accreditation inspections.
-Ability to manage teams and complex projects, as evidenced by professional experience or equivalent educational background.
-International experience building laboratory capacity preferred; knowledge of change management a plus.
-Knowledge of and experience with international standards, such as ISO 15189, international environments, and the role of standards in health-related fields.
-Excellent diplomacy, and verbal and written communication skills, particularly with individuals for whom English is not their native language.
-Excellent analytical skills, including the ability to conduct research, write analyses and reports, and make oral presentations to a variety of internal and external colleagues and constituencies.
-Ability to provide strong leadership while working with in-country leaders and representatives, as well as subject experts. Strong organizational skills; ability to set priorities and to work accurately and efficiently in a fast-paced environment.

-Strong collegial, collaborative, and interpersonal skills to support work as part of a team.
